World Conference on Linguistic Rights. The Barcelona Declaration. June 1996


On  the  initiative  of  International  PEN,  a  World  Conference  on Linguistic  Rights  was  held  at  Barcelona,  Spain,  from  6  to  9  June1996.  It  brought  together  more  than  100  associations,  NGOs  and institutions  concerned  with  this  issue,  which,  at  the  close  of  their discussions, adopted a ‘Universal Declaration of Linguistic Rights’.The  signatories  have  communicated  the  text  of  this  Declaration  to the Director-General of UNESCO and requested him to examine it, with a view to its subsequent submission, in an appropriate form, to the  General  Assembly  of  the  United  Nations.  The  Director-General brings  this  request  and  the  Declaration  itself  to  the  attention  of  the Executive Board in order to learn its opinion thereon. Following  the  World  Conference  on  Linguistic  Rights,  which  was  held  at  Barcelona,Spain,  from  6  to  9  June  1996,  on  the  initiative  of  International  PEN,  the  organizers  of  the Conference  approached  the  Director-General  with  a  request  for  UNESCO’s  support  and assistance in transforming the Barcelona ‘Universal Declaration of Linguistic Rights’, adoptedby  the  Conference,  into  a  standard-setting  text  which  might  be  submitted,  in  an  appropriate form,  for  approval  by  the  General  Assembly  of  the  United  Nations.
