World Conference on Linguistic Rights. The Barcelona Declaration. June 1996
On the initiative of International PEN, a World Conference on Linguistic Rights was held at Barcelona, Spain, from 6 to 9 June1996. It brought together more than 100 associations, NGOs and institutions concerned with this issue, which, at the close of their discussions, adopted a ‘Universal Declaration of Linguistic Rights’.The signatories have communicated the text of this Declaration to the Director-General of UNESCO and requested him to examine it, with a view to its subsequent submission, in an appropriate form, to the General Assembly of the United Nations. The Director-General brings this request and the Declaration itself to the attention of the Executive Board in order to learn its opinion thereon. Draft decision: paragraph 4.1. Following the World Conference on Linguistic Rights, which was held at Barcelona,Spain, from 6 to 9 June 1996, on the initiative of International PEN, the organizers of the Conference approached the Director-General with a request for UNESCO’s support and assistance in transforming the Barcelona ‘Universal Declaration of Linguistic Rights’, adoptedby the Conference, into a standard-setting text which might be submitted, in an appropriate form, for approval by the General Assembly of the United Nations.
